These are typically for square back chairs and you have probably seen them mainly used for festive occasions and holiday decorations with pumpkins or snowmen on them.
Anyone with a sewing machine can do this, and anyone with a glue gun can add even more personalization like lace, flowers, initials, or even the names of the guests.
